Turanganui Highway District appears to be the earliest attempt at the formation of local government for the area north of Gisborne, and covered the East Coast east and north of the Turanganui and Taruheru rivers.
Further research is required as to how long this local authority existed and the extent of its powers. Mackay notes in Historic Poverty Bay (page 397) that Te Arai, Ormond, Waikohu and Turanganui all had road boards at the time of the formation of Cook County Council in 1877.

[4] Henry jnr. and Lucy Glover, children of Captain Glover and his wife Miriama Turiri. Lucy Glover had married Edward Robson of the Delta, in 1872
[5] 4,500 acres of Mangaheia No.2, subleased from Robson and Sherratt. This was prior to Noble’s purchase of the freehold of Takapau block from Hepeta Maitai and others in December 1876
[6] Andrew Reeves also leased parts of Uawa No.2, Ihunui and Mangaopeka blocks.
[7] Mangaheia No.2, which they had obtained from E.B. Walker in 1872, subleasing 4,500 acres to Noble in 1876..
