The Provisional Enrolled Missouri Militia ("PEMM") was a full-time state militia created in the spring of 1863 to replace the part-time Enrolled Missouri Militia ("EMM"), which was organized in the summer of 1862 to help Federal units control Confederate guerrillas. For more information on the history and significance of the EMM, see the introduction to my Roster, Company L, 76th EMM.
Company G of the 7th PEMM Regiment was formally activated April 1, 1863 at Mt. Vernon under the command of Captain William Ray. Sixty-five of its 115 men were detailed from previously existing EMM units, including 46 from Barry County's Company L, 76th EMM and 16 from Newton County's Co. K, 76th EMM. Almost all of the officers and non-commissioned officers were carryovers from Company L. For the 49 men in Company G not from the EMM, it was generally their first service in the Civil War. One interesting question is how these men had avoided the earlier, mandatory EMM enrollments. At least seven men in the company had previously served in the Confederate army.
Although PEMM units were paid by the state, they received equipment and subsistence from Federal forces and eventually came under Federal command. While some of the men in the units may have been volunteers, others were "detailed" from the EMM units and served under compulsion. The fact that part-time service by all in the EMM had given way to full-time service by a few in the PEMM made service in these units highly unpopular with some Missourians. In March, 1863, the Missouri Legislature passed a law allowing a man to buy his way out of service for an annual fee of $30, plus 1% of the assessed valuation of his property. Apparently, quite a few men took advantage of this provision, since Union commanders frequently complained that it compromised the usefulness of the units.
Throughout the war, Missouri's state government suffered financially and had trouble paying its troops. By mid-1864, members of the 7th PEMM had not been paid since October 31, 1863. Some of the officers may have gone even longer without pay. On June 10, 1864, the War Department authorized the conversion of the 7th PEMM into a regular volunteer unit in Federal service eventually designated the 15th Missouri Cavalry. Soldiers moving from the 7th PEMM to the 15th MO Cavalry were given retroactive enlistment dates of November 1, 1863, which made the Federal government responsible for their PEMM back pay and gave them credit on their 20-month enlistments for some of the time already served. Of the 115 men in Captain Ray's Company G, 7th PEMM, 41 enlisted in Captain Ray's Company G, 15th MO Cavalry. For more information, see my Roster, Company G, 15th MO Cavalry. The fact that 74 men in the unit chose to forego immediate payment of nine months of back pay probably shows just how unpopular service in these units was.
The 7th PEMM was relieved from duty July 28, 1864. The 15th MO Cavalry apparently took up its duties immediately and was formally mustered into service August 27, 1864. For some reason, however, the new regiment was not designated the 15th MO Cavalry until November 28, 1864, and continued to be referred to as the 7th PEMM in official reports during the interim. For August through November, 1864, the roster for Company G, 15th MO Cavalry is the correct roster for the company still being called Company G, 7th PEMM. In the official history of the 7th PEMM and 15th MO Cavalry, its activities are described generally as providing garrisons at various points, scouting the surrounding country, clearing the country of bushwhackers and protecting loyal citizens. Goodspeed's makes these activities in Barry County sound less benign, attributing many killings and other harsh acts to Federal troops. In several cases it refers specifcally to Captain Ray's company, an officer named Christian and Major Moore's men. All of these are references to the 76th EMM, 7th PEMM and 15th MO Cavalry group. Ray commanded the Barry County companies, Lt. Robert Christian was an officer in sister units in Newton County and Moore was the battalion commander over both counties. Most of these acts occurred during the 7th PEMM period. Quoting all of the Goodspeed's references together will perhaps give some idea of the role played by these companies in Barry County:
"John K. Burton was killed within his own house, in 1862, by Maj. Moore's men. It is stated by Mr. Drake, of the Fountain and Journal, of Mount Vernon, that he heard Maj. Moore make the charge that Burton succored bushwhackers. . . . William Moore was killed by Maj. Moore' Federal company. . . . J. N. Pharis was killed by Capt. [Lt.] Christian's men on Sugar Creek. . . . Asa Chillcut was killed by [Lt. Christian's] Federal troops about eight miles from Cassville. . . . Elias Ferguson was strung up by Capt. Ray's company, to extract a confession, but escaped death. . . . John S. Bowen, of Shoal Creek, was accused of harboring bush-whackers and hanged up until almost at the point of death, for the purpose of extracting from him some statement relating to the rebels. Capt. William Ray's State Militia were the actors in this grim joke. . . . J. Y. Thomas was taken prisoner by the Federals while sick at his refuge in Arkansas. Maj. Moore's company left a boy there to watch him, with instructions to shoot the old man. The boy Davis told Mr. McConnell the facts of the case, stating that Thomas asked his executioner to be sure and kill at the first shot. . . ."

Nine members of Company G, 7th PEMM eventually died in service. Elijah Walters, Nathan Marcus and Frank McDaniels were killed in action. Elias Burks was killed by accident, and William Harmon was killed in an unspecified way. Elisha Fly, John P. Smith and William Spears all died of disease. Joseph Quick died from an unspecified cause. Harmon and Quick died after the 15th MO Cavalry was created, the others during the 7th PEMM period.

RESEARCH NOTES
The above roster is based primarily on the Missouri Secretary of State's Soldiers Database. This database includes images of "service cards" summarizing each soldier's service in a particular unit. The information on these cards was abstracted many years ago from the original Civil War muster rolls. Some of the cards are more complete than others. If a soldier served in three different units (e.g., 76th EMM, 7th PEMM, 15th MO Cavalry), then he should have three different cards. Often, too, his name will be spelled three different ways. My roster combines information from all of the cards for each solider, but does not include every detail on the cards for every solider. If you are researching a particular soldier, be sure to look at the cards themselves.
Supplemental online sources for the roster included the Annual Report of the Adjutant General of Missouri, December 31, 1863, pages 514-515, and the National Park Service Civil War Soldiers and Sailors System. The Annual Report provided additional information on some of the officers, and the NPS System provided a crosscheck for who served in the 15th MO Cavalry.
For the organizational history of the 7th PEMM and 15th MO Cavalry, I relied on the Annual Report of the Adjutant General of Missouri for 1864 and the Annual Report of the Adjutant General of Missouri for the year ending December 31, 1865. Civil War researcher Scott Carson tracked down the original materials and was kind enough to supply me with copies.
References to the "OR," are to The War of the Rebellion: a Compilation of the Official Records of the Union and Confederate Armies. For anyone who wants to dig deeper, the entire OR is now online in a full-text, searchable form: The OR Online.
In creating the roster, I was researching the unit rather than the individuals. The goal was to create a source showing how the EMM and PEMM units evolved, the number of men moving from each unit to its successor, the number of casualties and so forth. I spent only a couple of minutes on each entry and did not attempt to sort out every ambiguity involving soldiers of similar name. Some of the men may have served in units besides those listed. In rare cases, I may have lumped together the service of two men with identical names. Do your own research on particular soliders!
Be aware that some of the enrollment and enlistment dates are formal, legal dates bearing little relationship to actual events. As explained above, for example, soldiers who joined the 15th MO Cavalry from the 7th PEMM were given enlistment dates of November 1, 1863. This date determined when their 20-month enlistments began and ended and who was responsible for paying them from that date (the Federal government rather than the state govenment), but had nothing to do with when the 15th MO Cavalry actually formed. In fact, the 15th MO Cavalry was not formed until the summer of 1864 and was not designated the 15th MO Cavalry until the end of November, 1864.
While soliders in the 15th MO Cavalry and other Federal units were paid by the month, soldiers in the EMM and PEMM were paid only for days "in actual service." Some EMM and PEMM service cards provide this information, some don't. If the number of days served in a particular unit is on a soldier's service card, it is included in parentheses after his enrollment information. A "?" means the space for this information on the card is blank.
Again, be aware that the days-in-service numbers are somtimes formal rather than real. For example, some men in Company G, 7th PEMM were credited with up to 485 days of actual service. This was the number of days between the company's creation on April 1, 1863, and its relief from service on July 28, 1864. Captain Ray and other men who moved from the 7th PEMM to the 15th MO Cavalry, however, were generally credited with no more than 214 days. This was the number of days between the unit's creation and the retroactive enlistment of these men in the 15th MO Cavalry effective November 1, 1863. In other words, 214 was the number of days the state had to pay for; it had nothing to do with the number of days actually served.
All of the individual service cards for Company G, 7th PEMM show that the company was relieved from duty not later than July 28, 1864, which is consistent with the maximum 485 days of service shown on the cards. As late as November, 1864, however, the company was still being referred to in the OR. On November 19, for example, General Sanborn ordered Company G, 7th PEMM to Cassville (OR,, Series I, Volume 41 (Part IV), page 621). This was a case of the same name being applied to different things. On August 27, 1864, General Sanborn wrote that the newly mustered companies of the 15th MO Cavalry were still being called the 7th PEMM by the quartermasters and asked to have them officially redesignated (OR, Series I, Volume 41 (Part II), pages 892-893). The order redesignating them, reproduced in the Annual Report of the Adjutant General of Missouri for 1864, was dated November 28, 1864.
In other words, "Company G, 7th PEMM" before July 28, 1864, and "Company G, 7th PEMM" from August through November, 1864, were two different companies. They had 41 members in common, including many of the same officers and noncoms, but even more members not in common. The roster for the second of these companies is the roster for Company G, 15th MO Cavalry.
If this were not confusing enough, in the Secretary of State's database, 83 of the 87 members of Company G, 15th MO Cavalry shown on my roster also have a service card for the 7th Regiment Enrolled Missouri Militia. The 7th EMM was a completely different organization than the 7th PEMM and was organized in St. Louis in September, 1862, but if we take the database roster for Company G, 7th EMM and throw out the St. Louis men, we essentially have the roster for Company G, 15th MO Cavalry.
Apparently, when Company G, 15th MO Cavalry was created, but before it was redesignated, there was a muster roll showing a new enrollment of Company G, 7th PEMM. Either on the muster roll itself or on the service cards created from it, or on both, the word "Provisional" was dropped, resulting in the confusion. In fact, a couple of the 7th EMM service cards have "Prov." written in and are indexed accordingly in the database (see image). At any rate, I do not believe that there was ever a "7th Regiment EMM" active in Southwest Missouri or that any of the Southwest Missouri men listed in the Secretary of State's database ever belonged to such an organization. This was just Company G, 15th MO Cavalry before it was redesignated.
